What Is Leader?

Leader is a European approach to rural development where local people decide which projects get support in their own area. Funding comes from public rural development funds, but projects are chosen locally.

Three principles

  • Bottom-up: ideas come from residents, associations and businesses.
  • Local decisions: the Leader Johkula board assesses projects and selects those to fund. The board has an equal mix of municipal, association and business representatives and residents.
  • Working together: the best projects happen when villages, associations and businesses join forces.

What does Leader Johkula do?

  • Free advice on project ideas and applications
  • Assesses applications and prepares funding proposals
  • Helps with implementation, reporting and payment claims
  • Brings villages, associations and businesses together at events

Development strategy

Our strategy focuses on three things: living villages, year-round nature tourism and local small businesses.
